Duties

  • Responsible for managing Business Capability Acquisition Cycle (BCAC) programs throughout the systems life cycle from requirements, technical solution development, (cont.)
  • (cont.) system design and testing, fielding, operations/sustainment, through the retirement/replacement phases.
  • Develops and coordinates plans and activities across agencies to effectively develop, operate and oversee acquisition programs critical to the DoD and DLA.
  • Responsible for overseeing the management of the program scope, resources (human, financial, acquisition contracts, physical), schedule, quality, performance, requirements, risks, (cont.)
  • (cont.) information assurance, process improvement, customer support and reporting.
  • Serves as a PM, senior analyst, and expert advisor to DLA leadership and the J6 Portfolio Manager.
  • Acts as advisor to agencies outside of DLA through participation in working groups, Integrated Process/Planning Teams (IPTs), and steering groups.
  • Responsible for analysis and providing solutions that satisfy the requirements of the user community consisting of stakeholders ranging from all the military services, (cont.)
  • (cont.) combatant commanders, Joint Staff, TRANSCOM, military services, federal and international customers, DLA, and others.

Qualifications

  • Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-14 level, applicants must possess one year of specialized experience equivalent to the GS-13 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:
  • Provides advice for all matters related to FISMA controls to help improve performance in terms of operations, management, auditability, structure, and strategy.
  • Supports the evaluation of the current state, risk assessments, and supports the documentation of to-be state and executing the design, build and deployment of modernization efforts
  • Collects, analyzes, and prepares detailed reporting to be used for managing security and compliance in IT systems/applications. Reviews program security policies and procedures ensuring alignment with current organizational policies and procedures.
  • Participates in and makes recommendations on the appropriate level of system application protection to be applied by an evaluation of the sensitivity and criticality of the information processed, the relation of the system to the organizations mission and the economic value of the system components.
  • Reviews and evaluates IT system design and development documents to ensure system safeguards result in an acceptable level of risk and pass compliance.
  • Expert knowledge of enhancement methods for DLA's financial reporting by coordinating audit actions across DLA enterprise and external auditors to ensure the audit process runs smoothly.
  • Hold periodic meetings with stakeholders to discuss matters of mutual interest for planned audit activities. Assist with internal and/or external activities, as appropriate, to achieve resolution. Monitor audit actions (requests) for management's intervention.

This is an Acquisition Workforce (AWF) Position IAW 10 USC Section 1721 and regulations issued by the Under Secretary of

Defense for the AWF. This position requires a Program Management (A)/PM, Advanced acquisition certification. The incumbent has 48 months to achieve this certification unless a Position Requirements Waiver is approved to extend the certification period.
