This is a Bargaining Unit Position:
The Primary Purpose of this Positionis to serve as the Program Analyst for the VISN 17 Tele-Primary Care Hub within the Ambulatory Care Services. The core purpose of this position is to provide data to meet the informational needs of management in both the administrative and clinical aspects of analysis, reporting, and short and long range planning.
The incumbent develops specific telehealth applications or guidelines under the direction of the Tele-Primary Care Hub Administrative Operations Manager and/or Clinical Director. In conjunction with facility leadership, develops policies and protocols for delivery of telehealth applications. Tracks and disseminates, as appropriate, outcome measures, including clinical data, patient and staff travel cost/savings, and veteran satisfaction measures for the Tele-Primary Care program. Works closely with departmental staff members and others to track projects and to ensure suspense deadlines are met. Determines pertinent issues and collects relevant information from a variety of sources. Reviews information and develops recommendations to improve customer service and meet organizational objectives. Assists with tracking tele-provider clinical encounters to ensure mismatched encounters are corrected timely for workload acquisitions.
The Program Analyst develops and tracks Telehealth equipment utilization and the location of equipment. S/he helps to facilitate Clinical Video Tele-health encounters at a variety of locations. Implements and provides support for equipment and programs assisting in patient care and increased efficiency of functions. Travels to other VAMCs and CBOCS in VISN for equipment installation and troubleshooting purposes, as needed. Coordinates the equipment installation for Tele-Primary Care Hub and Spoke sites. Reviews quarterly reports and notifies the Tele-Primary Care Administrative Operations Manager of discrepancies noted. The incumbent assists various staff with the completion of program need assessment, service agreements, MOUs, and telehealth specific education requirements. S/he provides education to both the tele-provider and tele-presenter staff. Incumbent will obtain certification as a Telehealth Preceptor as a part of the training requirements for Telehealth staff.
Analyzes and reviews documentation and performs analysis of workloads within all sections of Clinical Video Telehealth for Tele-Primary Care hub and spoke sites. Incumbent provides VSSC workload and encounter reports for Telehealth upon request. Prepares, reviews, and/or monitors the service's training database. Evaluates and monitors training needs for tele-providers and tele-presenters. Provides information concerning available trainings, arranges for training to occur, prepares reports, and facilitates scheduling. S/he will also provide training and educational documents for local and distant telehealth participates. Multiple guidance documents are created and disseminated by incumbent for use by multiple skill leveled staff. The incumbent provides orientation and training for the Tele-Primary Care staff related to telehealth orphans, pending consults, unreadable images, and encounter completion/correction.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
